Final Prepayment Period Information Reminder


(July 24, 2014) — The final prepayment period for the Southwest 6 & 7 UEP assessments/CFEC charges ends July 31.  On August 1, any unpaid assessments and capital facility expansion charges will be collected in annual installments via the property tax bill.  The annual amounts will be added to the bill and will include principal, interest and other administrative costs.


July 31 also is the deadline to take advantage of the 20% discount on the Capital Facility Expansion Charges.  With the 20% discount, the current cost for all three CFEC charges is $5,400.  Individually, the amounts are $606.40 for the irrigation; $3,580.80 for the sewer; and, $1,212.80 for the water.  You can pay any or all three of these before the deadline and take advantage of the discount.


On August 1, the total for the three CFEC charges will increase to $6,750.  Individually, the amounts will be $758 for irrigation; $4,476 for sewer and $1,516 for water.

Second Prepayment Period Continues


(Dec. 4, 2013) — Property owners in the Southwest 6 and 7 UEP area are reminded that the second prepayment period is continuing through July 31, 2014.  During this time, property owners can take advantage of the 20 percent discount on the Capital Facility Expansion Charge, which reduces the $6,750 charge for all three utilities to $5,400. This is the first time the City has offered a discount for prepaying the Capital Facility Expansion Charge, however the discount opportunity will expire July 31, 2014.

Southwest 6 & 7 Property Owners Receive

Revised Prepayment Coupons


(August 5, 2013) – The City of Cape Coral has found a small discrepancy between amounts shown on the parcel information sheet and the prepayment coupons sheet in the assessment packets sent to Southwest 6 and 7 property owners.  While the discrepancy only affects those parcels larger than the typical, two-lot (10,000 square feet) parcel, the City is sending revised coupons to all property owners.  The revised prepayment coupons are enclosed, and property owners are requested to use these coupons during the upcoming prepayment periods.


All amounts on the parcel information sheet, including the maximum annual amount, are correct for all parcels; however, the prepayment coupons sheet for the affected properties shows an amount slightly different from the parcel information sheet.


Also, the maximum number of annual payments for the Line Extension assessments and Capital Facility Expansion Charge displayed at the bottom of the parcel information sheet were transposed.  It should read 20 years for the Line Extension assessments and 6 years for the Capital Facility Expansion Charge.

Cape Coral Southwest 6 & 7

Utilities Extension Project – Update


On July 24, 2013, City Council approved the Initial Assessment Resolution for Southwest 6 & 7. The assessment cost for the three utilities (water, sewer, irrigation) plus new roads is $10,011 for the typical, two-lot site (10,000 square feet). This is the lowest assessment cost since the City resumed utilities expansion in the southwest Cape in 2002 and the lowest for all projects when compared to today’s dollar.


The City also has secured the lowest interest rates for any UEP project. The prepayment period is the longest timeframe provided with property owners having nearly one year to pay any or all of the assessment costs before the annual installments begin. In the past, the prepayment period was 90 days.


In addition to the assessment, there is a $6,750 Capital Facility Expansion Charge. This fee contributes to the costs associated with expanding the water and sewer plants. During the prepayment period, a 20 percent discount is being offered on this fee, bringing the amount to $5,400.


Information packets will be sent to all property owners detailing the assessment costs, payment options and other financing questions. The public hearing on the final assessment resolution is scheduled for Wednesday, August 21, 2013, at 4:30 p.m. in Council Chambers.
